Dall'apriorismo a Friedman (di Matteo Motterlini) - ABSTRACT: This paper aims at reconstructing the standards of evaluation of economic theory by focus-ing on the views that economists themselves (historically) have held of their own field of en-quiry: from empirical apriorism (N.W. Senior, Mill, Cairnes) to Austrian apriorism (Robbins, Von Mises), from Hutchison?s methodological critique of the Neoclassical assumptions to Machlup?s verificationist approach, and up to Milton Friedman?s influential and sui generis pragmatism. By comparing abstract theories of scientific rationality (Philosophy of Science) with the concrete research practice (Economics) the paper provides a more specific case for the general problem of the demarcation between science and pseudoscience (it further suggests the relative merits of a dynamical approach compared to the Neopositivist or Popperian static one). It is argued that a comparison of this kind can be fruitful for both economists and the philoso-phers in as much as the advocated ?logic of scientific discovery? is not presented in an a-historical and a-critical fashion but rather it encourages revisions and improvements. The qualitative analysis shows how some policy instruments, such as firing tax and hiring subsidies, produce an ambiguous effect on equilibrium unemployment, given that the variation of the average duration of unemployment and inflows into unemployment work in opposite directions. A quantitative analysis based on numerical simulation of the model is needed, in order to establish which of the two effects will prevail. Most of the economic literature assumes for numerical simulations the case in which the search externalities that arise in the theoretical model, are fully internalised by the market, so that they do not play any role in the computational solution. In this peculiar sense, the intro-duction of every policy instruments produces a distortion that reduces welfare. On the contrary, this paper evaluates the role of policy when search externalities are considered in both the theo-retical and numerical framework. Following this approach, the set of policy instruments avail-able to policy makers allows to combine them in order to internalise search externalities. The results show that hiring subsidies and progressive taxation not only internalise search external-ities, but also compensate the distortions produced by employment protection legislation and unemployment benefits. The influence of the Gross Domestic Product (GDP) growth on health care expenditure has been highlighted in many authoritative papers. This paper will attempt to estab-lish an alternative point of view to demonstrate that GDP is a function of health care expendi-ture. This paper demonstrates that the reverse causation has a theoretical basis in the bibliogra-phy relating to human capital and in particular the concept that health care expenditure can be regarded as an investment in human capital. The second objective of this paper is to analyse the effects of the implementation of a proxy for health capital in Mankiw-Romer-Weil?s empirical growth model. In which estimates were developed for EU countries from 1982-99. Results suggest that health capital has a significant impact upon economic growth, even in those countries that have high levels of GDP. The present paper provides a detailed survey of this strand of economic literature, focusing, in particular, on the use of quan-titative restrictions to weaken the self-selection constraint which limits the choice of an income tax schedule, and it then discusses what this strand of economic literature has to say with regard to the opportunity for the public provision of goods and workfare.
