It examines how the existing institutions handle these problems and how the literature evaluates their working, deriving from these evaluations a proposal to reorganise them. The paper points out that there is a need for coordination between monetary and fiscal policies when both cyclical (short-run) and structural (long-run) problems are dealt with. Then it assesses how coordination is carried out under the existing institutional arrangements and identifies which parts of them, according to the existing literature, are in need of modification. Finally, on the basis of the content of this literature, it formulates a proposal to reform the institutional arrangements and the economic content of the Stability and Growth Pact, which aims at making them work effectively. First, we investigate the quantitative and qualititive relevant aspects of social enterprises in Italy. Secondly, we use the framework of the capability approach to discuss the arguments in favour of the italian social co-operative enterprises as a tool for improving human development. Third, we consider some case studies to see in what extent it is possible to replicate in the Mezzogiorno successfull models of social enterprise operating in the more affluent northern italian regions. The last section is devoted to analyse the case of Campania as a benchmark for the current state of welfare and development policies, both at national and local level, in the southern regions of Italy. Firstly, it considers the relation among growth, size and age of firms. Secondly, it focuses on the role that human capital of founders and selective public funds play in determining firm growth addressing the consequences of potential endogeneity of public subsides to human capital of founders. Results show that smaller firms grow quickly. Contrary to common evidence, age impact positively on firm growth; industry-specific characteristics can explain this result. Firm growth is also influenced by those characteristics of founders related to their "vocational" attitude, as proxied by the academical choice, and to their inter-industry work experience. Once correcting for potential endogeneity of public subsides, we demonstrate that they do not favor the growth of NTBFs. There is evidence of self-selection on the access to public subsides by the most capable founders. It is argued that one of the causes of the present imbalances in foreign accounts lies in disparities as regards the productivity of labour coupled with the concomitant convergence of nominal wages and hence growing differences in the unit cost of labour among member countries. In particular, Italy and the other countries of southern Europe register the most significant rises in unit costs and are therefore in greatest danger of growing trade deficits. The article also examines the possibility of foreign deficits giving rise to crises in government budget on the basis of a logical model in which foreign accounts "predominate" over public accounts. It closes with some observations as to the real effectiveness of any policy seeking to remedy foreign deficits through a further spread of labour flexibility and more intense wage deflation.
