It will be recalled that the contested idea of an analytical separation of the theory of value (relative prices), the theory of production (relative quantities) and the theory of the social distribution of income was initially advanced by Ricardo, in his lost Papers on the Profits of Capital and in his Essay on Profits, but later abandoned, in the third edition of the Principles. It was then reproposed by J.S. Mill, Jevons, Sraffa and Garegnani, and opposed by Malthus, Marshall and Walras. Today a separability thesis cannot be maintained, as it presupposes the existence of a given physical vector of the real wage, a circumstance which is not satisfied in the present world. Starting from the insufficiency of economic freedom in maximizing social welfare, budgetary policy is considered to substitute public choices for market decisions: coercion becomes its distinctive feature, marking the difference between public finance and "general" economics. On this subject there is a massive body of theoretical and empirical studies producing significant, but controversial results. The aim of the paper is to show that the growth of the Mezzogiorno?s small and medium sized firms is financially more constrained compared to the firms of the same size belonging in the other Italian regions. In order to confirm this thesis an empirical analysis about the sensibility of the investment on the internal finance is provided. From the estimates of the Eulero?s investment equation augmented by the cash flow variables follows that the contribution of the internal finance on the growth is higher for the Southern firms. The conclusions underline the larger difficulties by the Southern firms to access to external financial sources due to the higher opacity of the firms and the lower degree of the development of the financial markets in the Southern regions. An empirical assessment for Italy Abstract: The Italian national health service was funded in 1978 with the goal of providing uniform and comprehensive care under the inspiration of the Republic?s Constitution. It is important to assess to what extent the health service meets the potential demand of the population and if the socio-economic status of the patient - mainly income and education - may ration the access to healthcare. This paper offers an empirical assessment of the determinants of healthcare demand in Italy for a detailed range of services including diagnostic tests and hospital services, not often analyzed in the empirical literature. An econometric hurdle model is applied to individual microdata from a large-scale survey. From our results, some accessibility problems seem to arise for persons who have fewer alternatives in the private market - with lower income, less educated, not privately insured - and living in the Southern part of the country. Abstract: This paper explore, using Markov switching models, the dynamic relationship between stock market returns and the monetary policy innovation in 11 EUM countries and, for five of them, at each single industry portfolios. It also investigates the possibility of asymmetric effects of the ECB decision when stock markets are not fully integrated. The findings indicate that there is statistically significant relationship between policy innovations and stock markets returns. The findings from country size and industry portfolios indicate that monetary policy has larger asymmetric effect on the industry portfolios of big countries (Italy, France and Germany) compared to the same sectors of small countries (Netherlands and Belgium).
