Title: Versatilit?, produzione e tempo: le radici dei cambiamenti economici
Abstract: Versatility, Production and Time: The Roots of Economic Changes - The consideration of time to build makes sharp differences when qualitative or quantitative changes in production occur. There are two different perspectives, the "sectoral?and the Neoaustrian one. A sectoral model immune of "malleability" is proposed in the article; not only labour, but at least one type of machine, must be versatile. Versatility is the source of technological evolution, a chain of efforts begun when human beings discovered that utensils could be used to produce better utensils. A new way of regarding the problem of innova- tion, based on the concept of "transition technology", is set up. When changes occur, the set of inherited machines put an internal constraint to the transition requiring the construction in time of additional or different capacity, independently of labour or financial constraints. The model allows to perform the same out-of-equilibrium analyses which are allowed by the Neoaustrian one but to widen the study of coordination.

Title: Qualit? della vita e beni relazionali: i nuovi traguardi della programmazione regionale nel Mezzogiorno
Abstract: The Quality of Life and Relational Goods: New Frontiers for the Regional Policies in the South of Italy - This work deals with the role of social enterprises in the current EU regional policy for the so-called Mezzogiorno of Italy. First, we discuss the new framework in the development policy for the South of Italy as a perspective tailored at enhancing the opportunities and capacities of the citizens. Secondly, we address the thesis that strengthening the role of social enterprises in the provision of merit goods and collective services would have a positive impact both on the quality of life and on social capital accumulation. Third, we critically analyse the regional planning tools of the Southern Regions of Italy to verify which improvement in these objectives may be expected.

Title: La misurazione integrata dei rischi bancari: uno studio simulativo
Abstract: Financial Risk Aggregation: A Simulative Study - Banks are exposed to many different risk types due to their business activities, such as credit risk, market risk and operational risk. The task of the risk management division is to measure all these risks and to determine the necessary amount of economic capital which is needed as a buffer to absorb unexpected loss associated with each of these risks. In this paper, four approaches are compared with respect to their ability to measure the total banking capital correctly. We find that the traditional approach variance-covariance (N-VaR) significantly underestimates economic capital. The additive approach (Add-VaR) overestimates total risk when risk correlations are less than one. The hybrid method (H-VaR), which combines marginal risks using a formula, is more accurate and tracks the advanced model based on Monte Carlo simulation (MCS) and copula quite well, especially when the risks exhibit very high correlations. The top-down approach based on MCS and Gaussian copula (MCS-copula) is adequate to form a joint distribution from specified marginals in an internally consistent and realistic manner while preserving important properties about the individual risks (asymmetry and fat tails). This comparative study has been realized utilizing simulative data about to credit, market and operational losses. With refer to risk correlations, we have used both simulative values and mean "empirical" values deducted from international accredited studies.

Title: Tassazione e offerta di lavoro: gli effetti delle modifiche IRPEF introdotte nel periodo 1998-2002
Abstract: Income Taxation and Labour Supply in Italy: The Effects of the Reforms Enacted in the Period 1998-2002 - This paper discusses the labour supply effects of the income tax provisions enacted in Italy in the period 1998-2002. Indeed, these represent an interesting case-study to evaluate how responsive labour supply and participation decisions are to tax reforms in Italy. I use a behavioural microsimulation model that allows for simultaneous labor supply decisions by household members, endogenous choice between dependent employment and selfemployment, complete representation of the tax-benefit system before and after the reforms. Results show that both hours of work and the probability to participate in the labour market are more responsive for females than males, for whom actually average hours remain unchanged after the reforms. Work incentives tend to be grater for married women living in low-income households.
