The idea is that an essential role in competitiveness is played by the specific characteristics of the goods and services concerned. With particular reference to competition between a mature economy (like Italy) and an emergent one (e.g. like China), attention is specifically directed to the behaviour of goods? demand and supply according to their characteristics. Then, an extended Leontief Input-Output model is pursued including the impact of goods? characteristics. At the empirical level, the role of goods? characteristics is analysed as to the behaviour of competitiveness of Italian manufacturing products in the period from 2000 to 2008. In this period, the differentials do not show a clear trend (apart for a feeble increasing trend in the very last years) and they fluctuate around a fairly stable mean. Four factors may influence the evolution of those differentials: relative supply of skilled and unskilled workers, technological change (which may be biased toward a certain category), international commerce, and, finally, institutions in the labour market. After discussing some of these aspects from a theoretical point of view, the authors perform an econometrical analysis for the Italian case with the SUR estimation technique, and test which of these factors are important in explaining the evolution of the differentials and how they affect different categories of workers. Osservazioni critiche sul "contratto unico" Abstract: This paper deals with Boeri and Garibaldi?s proposal for a new permanent employment contract in Italy, based on the French contrat nouvelles embauches model (abrogated in 2008, after ILO disapproval). They call this new contract "single", although it would abrogate none of the extant Italian contracts. It provides for an initial three-year phase wherein the worker may be fired without the benefit of judicial appeal, but indemnified instead. According to the authors, this would encourage businesses to invest in workers? formation during the three years. Whereupon the workers? productivity would sustain the costs of the current anti-unfair dismissal laws. This paper shows that rather than empowering unprotected workers such a reform would bring about a generalized reduction of all workers? rights. The consequent disbalance of forces in favour of businesses would negatively impact on wages and aggregate demand, further complicating the problem of low economic growth in Italy.
