Our analysis are has shown that social network methodology could be helpful to evaluate the efficiency of transfer of information in different networks but does not allow a clear evaluation of the policy toward innovative networks. In this paper the experience of Italian policy toward technological industrial districts has been discussed and social network analysis applied to evaluate the ex post results of this policy. Two are the main results of our analysis. The first one is that we have shown the necessity to integrate the social network index with a more appropriate to measure the welfare effects of NPP policy.The second one is that we have not found clear effects of the policy toward innovative networks in Southern Italy. The analysis shows how the trading strategy of informed investors and the price impact of their trades depends on market conditions. The main prediction of the model is that institutional buyers are, on average, more aggressive than institutional sellers in bearish markets and less aggressive in bullish markets. Hence, the price impact is higher for purchases when market conditions are bearish, while it is higher for sales when market conditions are bullish. However, this asymmetry vanishes during strongly bearish or bullish phases, when information-based orders stop because the informational advantage of institutional investors becomes too small with respect to the transaction costs. To this end the author calculates firm-specific average and marginal tax rates for a panel of firms of the manufacturing sector.
