The author?s approach in this paper is to identify specific categories of technical progress and conduct a detailed analysis of their respective effects. The Strange Case of Italian Railways, and How Adjustments to the Government?s Reforms Could Achieve Gains for Rail Users and Taxpayers Abstract: The Italian government is proceeding with the privatisation of the Ferrovie dello Stato Italiane (FSI Group), and is considering a merger with the government-owned highways company. A further proposal has been made to merge the FSI Group with Azienda Nazionale Autonoma delle Strade SpA (ANAS), the state-owned company which owns and manages large parts of the national road network. In this article both aspects will be examined. We argue that changes could be made to the privatisation and reform process, learning from the British experience, which would bring substantial benefits to Italian rail users and taxpayers. In particular, it shows the results of a territorial and sectorial empirical analysis of the trend in investments accounted on the balance sheet by firms during the period 2006-2014. The analysis of the data of tangible assets, amortization and some balance sheet indicators of financial structure, profitability and tax incidence, suitably disaggregated by region and by sector, provides useful evidence in favor of the hypothesis of the forward shifting of this tax and its adverse impact on business investment in so-called ?Scoundrel Regions? as well as in all regions which have deliberated pejorative changes in the ordinary tax rate. As usual, De Viti displays a complete command of the topic, both as to his time Italian and English literature and as to the structure of the Italian system of money and banking. Moreover, as I tried to show, he put forward an original view that I indicated as a "financial theory of money and credit creation". The two main regional consortia are analyzed: Tar? and Antico Borgo Orefici, Interviews with the primary players have investigated the reasons for companies to join the two consortia. Firms join Tar? for security purposes and cost savings, while firms in the Antico Borgo Orefici judge the cost to join Tar? too high. Using data from a survey conducted on firms participating in an annual fair organized by Tar? in 2015, we have performed an econometric analysis. The results indicate a low propensity towards cooperation, mostly limited to vertical collaborations with suppliers and customers. Other types of cooperation, such as horizontal or institutional, are rarely used. However, firms that cooperate show better economic performance. The major advantage associated to partnerships is the exploitation of new production processes and new machinery.
