The peri-urbanization of Vietnamese capital is a particularly useful factor to help in the analysis of the process of metropolization of Hanoi which was triggered by foreign direct investment. Since the Doi Moi (1986) there was until 1995, a strong political will to contain urban growth developed within the spatial boundaries inherited from the collectivist era. However with the exhaustion of available properties within the city boundaries, numerous informal local arrangements and the development of new unrestricted or international residential zones have lead to a new era of peri-urbanization. This new era is characterized by spatial extension rather than intensive development. Is this result of a deliberate political choice or is the ability of the authorities to control this change in question?
