The aim of the paper is to introduce a new tool - the Scala di distanza culturale e valoriale - developed and used by the Staff Monitoring & Evaluation of Italia Lavoro Spa for the evaluation of the local commitment of a regional labor active policy. The tool has been used to carry out the distance between the cultural and valorial orientations of the local actors involved in the program and between these and the generic valorial frame of the same program. The evaluation is focused on the actual commitment of the local program, namely on the degree of sharing of its goals and implicit values between different local actors; it had been guided by the theoretical assumption that as well "designed" on paper, a public program is more effective as much it is understood and "acted" with real participation by organizations and operators involved in it, called to share his objectives and values. In the first part of the paper is illustrated the process of elaboration and validation of the tool; in the second part it is illustrated the process of statistic elaboration of the data and the "map of the cultural distances" that it is derived from it.
