The welfare system decision makers share the importance of the evaluation, but practical experiences are still few. The good practices are rarely. It’s important to analyse the good experiences and to discover the success factors. The motivation of decision maker, their active role and the research design have produced the best results. The evaluation has to assume the complexity of decision making process and it has to enable the development of knowledge. The responsive evaluation and the new partecipatory method help to reduce the resistance and to improve the quality of evaluation.
