The essay aims to outline the evolution of the discipline of internships, highlighting the main characters emerged from art. 18 of law no. 196/1997. In particular, it draws attention to the question of legislative powers in the field, who sees a preponderant role of the regions, and recent measures by which the legislature has attempted to outline a new framework of rules of internships. With reference to the recent Guidelines approved in the State-Regions Conference, the essay criticizes some changes in the concept of internship that seem to reduce its value as an educational tool and guidance.
