The conditionality principle is a pillar of employment policies in Europe since a long time. Nowadays, it is put to the test by the economic crisis. This paper is focused on the impact of the crisis on the conditionality principle and its recent Italian reform. The effect of the crisis on employment would have required different measures. In particular, it would have required measures regarding self-employment and the rebuilding of the Italian welfare system towards a universal social safety net.
