At the end of the "Decade of Education for Sustainable Development 2005- 2014" (DESS) , proclaimed by the General Assembly of the United Nations organization entrusted to UNESCO, there seems yet fully achieved its objective of raising awareness of governments and corporations civil towards a more equitable, sustainable for the resources of the planet and the other. The projection of this medium and long term goal of economy, society and policy emphasizes sustainability for all the peoples of the planet, in the present and the future, without any inequalities of access and use of resources. The contribution to this realization by every citizen, as an individual and in the community , is explored in this work through welfare policies that are, by their real nature of carriers and guarantors of a state of well-being , the milieu to achieve the objective of the United Nations. The European Community legislator has determined that the national strategies targeted applications, among which we will analyze the effectiveness of the integration of all social actors involved - by civil society to the political system, the media institutions and the expert knowledge - to achieve conditions of substantive equality, especially in access to services deemed to individual and collective well-being. It is a necessary strategies to affirm not only the sustainability of the welfare state in economical, political and social terms after the collapse of the traditional model, but also for promoting a welfare sustainability. Compared to the ageing population, the impoverishment of families, the cultural diversification of the citizens, it can provide a response tools such as the Piano di Zona (Plan of the Local Area), which since 2000 has progressively applied actions. Among the most significant practices, will analyze those related to the integration of policies, the networking of financial and human resources of the area, the contamination of experiences and joint planning among different sectors that will be evaluated for the degree of effectiveness and improvement in some Italian experiences.
