Occupational safety and health policies: methodological approaches and criticalities for evaluation analysis

Impact assessment studies rarely address Occupational Health and Safety (OHS) policies. Main reasons lie in empirical and methodological problems, lack of both data sources and reliable models. In fact, quantifying the impact of complex interventions requires complex evaluation designs as well. This article illustrates the feasibility of an evaluation study of Isi tenders, i.e. the incentive measure that Inail (Italian National Institute for Employment Injury Insurance) addresses to small and medium enterprises investing in OHS. Since 2010, more than 2 billion euro have been allocated through Isi. The article discusses critical issues related to Isi evaluation and explores the feasibility of a counterfactual design. Strategies are also discussed to mitigate the related risks and answer the research question "Do Isi incentives increase occupational health and safety?".
