The paper deals with the strategic feature of the evaluation in spatial planning at the aim to discuss the theoretical conditions to improve the integration of the evaluation in planning. In this perspective, the paper presents the methodological proposal of Territorial Integrated Evaluation (TIE) applied in the Piedmont regional policy for the new retail settlements. The TIE shows the role of the strategic cognitive model of the evaluation aimed to presenting the conditions that could improve its integration in spatial planning. On this basis, TIE proposes an alternative approach of the consolidated strategic evaluation procedures in planning and identifies a proposal of a technical institutional process in the decision making planning.
