L’articolo esamina la ‘localizzazione’ delle responsabilità della pianificazione territoriale in Inghilterra e l’evoluzione di un nuovo livello di pianificazione a scala di ‘comunità’, la cosiddetta ‘pianificazione di vicinato’ (Neigbourhood Planning-NP), mostrando che il percorso del ‘localismo’ in cui si colloca il NP si è evoluto da una serie di riforme del governo locale promulgate durante gli anni del governo laburista (1997-2010) e che il NP stesso è, per molti versi, una logica estensione di esperienze locali in tema di valutazione e pianificazione delle comunità per lo più nelle aree rurali. L’articolo ripercorre lo sviluppo della pianificazione di vicinato nella sua forma e stato attuale all’interno del quadro normativo più ampio, prima di esaminare brevemente il suo potenziale nel fornire interventi su misura e risolvere i conflitti nella pianificazione locale;
