The essay reconsiders the legal relationship between remuneration and welfare, aiming both at shedding light on the still controversial nature (contractual or fiscal?) of the social security wage base, and at laying the groundwork for its legislative reform. Should this reform be based on a correct nexus between social contributions and fair pensions - as conceived by art. 38 of Italian Constitution - it would not only reduce the s.c. "tax wedge", but above all, structurally enhance contractual welfare.
