The economic, social and cultural changes connected with Covid-19 are going to leave enduring effects on the world as a whole. The consequences are to be seen not only in epidemiological terms and in the number of casualties, but in terms of their impact on different age groups. These changes, viewed in the framework of globalization, in their demographic component and in terms of environmental sustainability, require new forms of governance at the local, national, but also at the continental and global level. The new fiscal and financial capacity of the EU are signs of efforts of the possibility of adequate response.
