The paper deals with the crisis of welfare state and its impact on the effectiveness of constitutional principles. The author focuses on the institutions of income protection and, in particular, the so-called «basic income», that he deems not to comply with the constitutional principles on labour. He examines the relationship between the institutional framework and the private sector. In particular, the role attributed to bilateral bodies is analyzed. The essay studies the relationship between active and passive policies for the promotion and defense of employment, and the role played by the Regions. Finally, it identifies the system of social income aids and its discipline as the clearest symptom of disarticulation of the protective system.
