The analysis, together with the main changes regarding EU cohesion policy during the 2007-2013 period, points out the close connection with the other EU policies and the domestic social and economic development policies. The horizontal and vertical complementarity between these policies must expand in the framework of a necessary and procedural integrated multilevel governance within a cooperative structure and with the aim of reducing, effectively, the different level of development in the european countries. For these reasons the analysis sets out to prove that the integration as regard to the procedural and organizational aspects and the partnership/cooperative method are conditions of feasibility and priorities necessaries for the convergence of the main choices in the matter of the regional unitary policy.
