The paper deals with the European Neighbourhood and Partnership Instrument (ENPI), the financial instrument which implements the European neighbourhood policy (ENP). At first the objectives and structure of the ENP and the role of Action Plans are outlined, identifying the priorities for cooperation between the European Union (EU) and its neighbours; then the role of the ENPI is analyzed in its financial aspects. After having expressed an overall positive opinion on this instrument, focusing on the wideness of the area covered by ENP and consequently by ENPI, as well as on the difficulties of implementing its complex procedures, the not always sufficient attractiveness for EU neighbour countries is highlighted, together with the scarcity of European funds to reach this very ambitious target.
