Part of the research conducted by the Observatory on the Po delta territory, by means of numerous interviews with local administrators, makes it possible to outline the several prospects taking place in an area considered "naturally" static and amongst the weakest and most unarticulated of Northern Italy. The article, giving voice to them and to their actions, highlight some problematic topics of local development policies.
