The aim of the l.d. n. 28/2011 is to set the standard for achieving the 2020 objectives laid down by the dir. 2009/28/EC on the overall share of energy from renewable sources in the gross final consumption of energy and the share of energy from renewable sources in transport. Some of the new rules introduced by the l.d. concern agricultural biomass, as regards the authorization procedures and support schemes. The l.d. n. 8/2001 presents positive aspects, especially related to a grater consideration of the agricultural biomass and of heating and cooling than the previous legislation. However, it has many negative aspects which may affect the development of the national agroenergy sector.
