The Crown of Castile promoted many projects to repopulate certain areas and create new towns, as one of its priorities in the old frontier areas after the end of the war against the Kingdom of Granada. My goal is to investigate this question paying special attention to the process of founding new towns during the government of Charles V (1517-1556), when similar initiatives were underway in the Americas. In the Iberian Peninsula, these plans, except for the repopulation of Vera, in the South Mediterranean coast, took place in the Kingdom of Jaén, along the old border between the Kingdoms of Castile and Granada. A complex project of founding four new towns took place from 1537 to 1539. The article investigates the existence of a plan for the administration of these new towns, and mainly their process of urbanization. Through the analysis of their "libros de fundación" ("books of foundation") it is possible to treat information about the long urban planning process (description of the municipal boundary; distribution of building lots; references about the origin of new inhabitants, their occupation, etc.), but it is also possible to reconstruct their ideal urban design. A particular attention is given to compare the coherence between the original projects of these new towns and their effective implementation
