The paper analyses the political circumstances leading to Gerardo Bianco’s candidacy for the role of Christian Democrat group leader in the Chamber of Deputies in 1978. After an initial setback, Bianco was elected group leader in June 1979, in a show of open rebellion on the part of Christian Democrat deputies against the policy orientation of the party Secretariat. By analysing Bianco’s ac-tion as CD lower House group leader, the article assesses the policy of the CD par-ty faction "Proposta", of which Bianco was a leader. Between 1979 and the early 1980s, this faction sought to bring an end to the "Historic compromise", shifting the party towards a policy of political and institutional reform. Although this at-tempt was not to bear fruit, it did lay the foundations for the referendum campaigns led a few years later by Mario Segni.
