For more than thirty years, the United Kingdom has been experimenting with programmes aimed at exploring and reviving the roots of self-government, paying special attention to the urgent needs of maintaining public order. As good neighbourliness is based on a widespread vigilance of the territory, it still appears today to be the basic cell for the social coexistence underlying it. The value of a non-bureaucratic control of the territory stands out against the advance of social disorganisation.
