Out of the camp: “A new possible home” for the Roma of Cagliari?

Within the context of the policies for overcoming the ‘Roma camps’ system, the article analyses the housing policies enacted by the Municipality of Cagliari towards the Roma  community evacuated from the authorized camp located, since 1995, in the peri-urban area of the city, which was closed in 2012 for sanitary-hygienic reasons. The study, which adopted a qualitative approach, shows that the process for their inclusion in terms of living and social emancipation has produced partial results. Indeed, several critical issues remain, related to the provisional nature of the projects implemented and the discrepancy that, on various occasions, emerges between the objectives and measures identified by public institutions and private operators, within the framework of the national and European policies, and the life plans of the Roma families concerned. The Roma community of Cagliari requests a greater involvement in defining the institutional projects for their inclusion, in line with the individual and family aspirations and respecting the cultural diversity that such a community claims.
