The research described in this essay analyses the topic of public community facilities planning, traditionally known as urban per-capita standards, also called, in recent times, territorial provision. Their planning and management, originally based on strictly quantitative criteria, required in-depth studies and experimentations to improve the quality of urban settlements. Today, territorial provision governance must be based on methods aimed at evaluating their performance and real feasibility.

Reconsideration of efficacy in transitional urban planning. A case study

The reconsideration of the principle of efficacy of urban planning allows to explore the perspectives of urban planning project in a much more process-related dimension. This hypothesis is confirmed by a case study involving an area of strategic transformation in Naples; a former military area whose regeneration may trigger important effects in terms of development of the city’s western area. This case study aims to demonstrate the efficacy of an innovative approach to urban planning based on a vision and supported by a process of public participation.

Urban risks and climate change mitigation and adaptation strategies are central issues for innovative planning practices. City planning plays a fundamental role in increasing city resilience but it has to take into account socio-ecological complexity. Two land use planning experiences are presented, regarding two cities, a small and a medium sized one, in Sicily. A set of planning tools, including equalisation, have been applied to reduce exposure and to foster sustainable urban drainage systems and nature based solutions.

Efficiency at metropolitan planning level

This paper aims to highlight the main criteria for metropolitan efficiency assessment. After the institution of the Metropolitan Cities in Italy that give them the power of territorial metropolitan planning, an important issue is about what knowledge is required. We want highlight strengths and weaknesses of each criteria in reference to metropolitan level, with the aim to have better grounded knowledge framework, outlining environmental and functional points of view.

The growing interest in energy sector policies has led to a widespread and dispersed installation of energy production plants in Italy. This occurred due to a "ghost planning system" that operates outside the urban planning policies. Focusing on the evidence of landscape changes due to the installation of energy infrastructures in the Basilicata region we want to measure the impacts of the installation of hydrocarbon wells and renewable energy plants through a SPrinkling IndeX.

Ecosystem services and spatial planning: a study on the relationship between carbon sequestration and land-taking processes

This study proposes a framework to assess the relationship between land-taking processes and carbon sequestration, considered as a regulating ecosystem service. This framework is implemented into the spatial context of Sardinia (Italy). Land cover features are analyzed through the Corine Land Cover nomenclature. Carbon sequestration is assessed by the spatial taxonomy of the Normalized difference vegetation index. The results entail important implications in terms of planning policy definition.

The urban planning efficiency of settlements. Techniques and actions

The growing interest in the construction of new cities or the transformation of existing ones into smart cities along with the international relevance of these issues determine the need to integrate innovative strategies aimed at rebuilding a balance with the natural environment into the planning process. This is further demonstrated by its inclusion among the 17 sustainable development objectives promoted by the United Nations. The purpose of this collection is to discuss ways of defining a possible model aimed at the design and verification of the most efficient urban planning organisation of settlements, with reference to environmental, economic and social content. In particular, the objective is that of seeking to understand if it is possible to equip the urban planning process with tools for the design and implementation of inclusive, energy self-sufficient and climate change-friendly settlements.
