The debate on local development has highlighted that development is not (always) a spontaneous phenomenon that comes from the existence of resources (material and immaterial) that sooner or later will be used in the best way possible, but a phenomenon that (almost always) needs an intentional institu- tional intervention. This presupposition involves a development strategy based on different models in different places, in which the institutional actions that will deliberately give life to social, organisational and institutional meanings must be specified. In this perspective, the article will present two experiences of institutional engineering practises (the first one on the industrial textile district in Carpi and the second one on the Ict sector in the Province of Bologna) as possible cases that can be used to reflect on some wanted and unwanted emerging aspects.
