The aim of this paper is to analyze the New Common Agricultural Policy’s territorial focus at the regional level and to discuss its influence on rural development policies. In order to do this, three different levels of analysis are considered: first, the role played by the agricultural entrepreneurs operating in the rural areas; second, the new approach of the "territory" as a dynamic actor in the local development processes; third, the regional institutions that support the primary sector.

Keywords: Common Agricultural Policy, rural development, local development, institution, agricolture
