Within the framework of the complex topic "so called" integrated coastal zone management (Iczm), the author narrows the field of investigation to the context of the Mediterranean and the European Union, comparing the instruments adopted in these two areas, to describe new developments that, starting from the uniform and consistent application and interpretation of existing legislation, can and must contribute to substantially improve the current conditions of coastal areas and their ecosystems, through shared management arrangements for the implementation of comprehensive strategies, plans and programs related to Iczm. Starting from the concept of Iczm, the author considers the legislative initiatives and instruments adopted, aimed at finding a balance between the needs of development and the protection of the environment and ecosystem services with the need to use resources that support coastal economies. From the Iczm Protocol of the Barcelona Convention; to the EU Recommendation on Iczm, which presents more interconnections with other Community instruments (Directive 2000/60/EC, Directive 2008/56/EC, etc.); to the new directive establishing a framework for the Maritime Spatial Planning (Msp Directive), which the author claims contrary to the commitment made by the EU through the ratification of the Iczm Protocol; finally, the Coastal Area Management Programme-Camp, which is part of the protection activities of the Mediterranean Sea, and in particular the Italy Camp Project, as an example of practical application of Iczm principles and objectives.
