The citizenship that can be defined within the confines of the European Union coincides with the right of free movement and economic establishment. There is almost no trace of political and social rights in the guarantees established by the European Court of Justice, which has implemented the Treaty rules by establishing a normative order whose fundamental principle is that of the free movement of goods and of capital. This explains why European citizenship takes the form of an example of the liquidity typical of our time, a time when the human condition is a situation in constant flux within the apparently unlimited - but in fact severely restricted - possibilities of market dynamics.
