This paper focuses on the reasons that prevented the transformation of a majority sentiment in the Italian population - hostility to war - into a concrete political proposal with effective chances of success, underlining the pre-political character of this feeling and the difficulty to give a political expression to this opposition to the war. The interventionists, however, did not succeed in exploiting Italy’s entry into the war to promote an attachment to national institutions on the part of the popular masses, whose majority accepted the event with passive resignations.

Keywords: First World War, Public Opinion, Neutralists. Interventionists.
