Since a few years the Italian Urban Free Zones (UFZs) are the subject of the debate on economic policy. In fact, at end of last year, the Italian Government, after signing a contract with the 22 Regional Administrations, which were interested in adoption of regulations for tax exemption in poor areas of the regional territory, revolutionized - with a law by decree - the original measure on the matter, adopted before. Main issues are in what the Italian policy for UFZs consists, which are the specific measures planned for SMEs and in particular how such policy has been developed in comparison with the similar policy adopted in France, which the Italian one is openly inspired to. This paper, trying to reconstruct the whole process, is aimed to give an answer to these questions, up to come to an overall critical appraisal, before the in object policy begins to being applied.
