The conversion into social housing of the Torino 2006 Olympic Villages, originally intended to host athletes and journalists during the event, can be seen as an emblematic case of applying second-generation housing policies. Starting with an analysis of the goals of social integration and local development, the study monitored a public policy which, in spite of its innovative features, involves certain critical issues regarding the governance system and the milieu’s response. Using the key concepts of social integration, social mix and local development, the program hinges on the series of opportunities that may (or may not) trigger action by the people affected, in terms of strengthening the capacity for independence and social integration. The program’s people- and area-based outcomes were analyzed through a survey of public housing recipients and a control group of less vulnerable people resident in the same areas.
