The paper explores the distinctive features of the public employer, taking into account the specific dynamics of public administrations. It deals with the relationship between politics and administration, the discipline of management and collective bargaining. The central thesis is that even today the public employer is sensitive to political-electoral reasons and to social peace and neglects the need of efficiency and effectiveness of the administration which he governs and the effective user satisfaction. A solution could be found by increasing the responsibility of political leadership and the forms of control of citizens.
