European Parliament resolution n. 2011/2180 underlines the need to strenghten the harmonization process of higher education systems in Europe. The document asks all the countries involved in the Bologna Process to promote actions aimed at making our universi-ties more dynamic and efficient, operating at full capacity in the knowledge society. It’s an important challenge, which Italy is facing with a new reformist phase. This article analyzes some of the internationalizing instances that inspire the new university reform: accredita-tion of educational quality, evaluation of research, review of recruitment procedures, syner-gies with the working world. These are the challenges of innovation launched in Europe, with the purpose to broaden the social base of student participation in university life and to improve the quality of the socio-cultural capital that belongs to the higher education sys-tems in Europe.
