Council Directive 93/109/EC has allowed citizens of the Union residing in a Member State of which they are not nationals to exercise there their right to vote and stand as candidates in elections to the European Parliament. In view of the elections of 2014, administrative procedures have been simplified and the current mechanism for preventing double voting and double candidacy has been improved (Council Directive 1013/1/EU). From 1994 onwards the exercise of the right to vote in the Member State of residence has progressively grown, although too faintly and unevenly in the different Member States, whereas transnational candidates have always been extremely few. This is another sign of how weak is still European citizens’ perception of belonging to a supranational community
