Inspired by the most recent conferences and publications on the 50° anniversary of first Center-Left government in Italy this paper analyses the reasons why this government could not achieve all promised goals in 1963-64. A well-known reason for this partial failure was the opposition of conservative capitalism. Although recent studies have proved the existence of a truly reformist culture in Italy after the Second World War, which gave rise to the reforms promoted by Centre-Left governments, this article argues that these reforms were not entirely supported by the Cgil trade union, that was reluctant to encourage a "social-democratic" project. Other and even more important aspects that have been recently analyzed as main causes of the failure of the Center-Left program, however are the weakness of the State and the lack of independence of the public administration, which ultimately left the party system as the only player in the field.
