Ten years have passed between the new Town plan of Romano di Lombardia approved in April 2019 and the previous one drawn up at the beginning of the crisis in the first decade of the xxi century. This is quite a short period for urban planning, but it is enough to map a deep change in the questions and needs referring to small urban centres. Some of the aspects that the new Town plan of Romano di Lombardia has questioned are: the crisis of the apparently limitless predictions about quantitative urban growth and of the choices of enterprises development; the relationships between the municipality and the private subjects in the construction of urban welfare; the difficulties of implementing large planned transformations in contrast with the fluidity of small and widespread changes.
