The paper, after a brief introduction, traces back the historical event, before and after the wars of the last century, which led to the establishment of the Council of European Municipalities, highlighting the Italian contribution in the second post-war period to the development of the role of local autonomies in the process of European integration as a political-ideal and socio-territorial basis for the formation of a Europe of citizens.
