The essay reconstructs the tragic flood of September 1902 which caused over 100 deaths and extensive damage to the urban fabric in the city of Modica. The environmental disaster, however, coincided with the start of the major parliamentary debates on the Southern Question and triggered an extraordinary national solidarity competition which allowed the construction of a new public housing district. The research underlines above all the intervention of the liberal state, which financed the hydrogeological rehabilitation of the municipal territory, initiating special legislation for the South.
