This paper tells the story of a professional experience carried out by a team of policy makers, concerned with experimenting new techniques of local development facilitation. The story is focused on the problems faced during the constituent phase of a technology district in Trentino. In that occasion the policy team has been charged with the responsibility of promoting innovation processes among SMEs in the construction sector of green building segment. The case study shows that the rise of a new cluster or new market system is a complex experience. It requires a high level of entrepreneurship among policy makers and public institutions leaders as well as among private agents.
