This article analyses the case of the city of Bozen with reference to processes of building energy retrofit. In the first part the variety of policy tools that have recently been adopted is highlighted and the central role of the provincial energy certification agency is stressed. The second part focuses on two case studies of multi-apartments buildings that have been entirely renovated. On the basis of a social practices approach, the author shows how the efficacy of policy tools is strongly conditioned by a number of social factors.
