Competition and regulation in railways: the role of the rolling stocks - The liberalization process in the railway industry is highly influenced by the availability of rolling stocks. Although these assets are duplicable and cannot therefore be defined as essential facilities, evidence from many countries shows that they represent the most relevant barrier to entry in the market. In this paper, following the UK experience, we analyse the role of the rolling stocks and the hypothesis of a vertical separation of these assets from the present owner, i.e. the incumbent operator Trenitalia SpA. We therefore evaluate the pros and cons of a potential de-integration of the Italian railway industry in order to enhance market competitiveness and the overall efficiency of this industry. .

In this paper, we provide an economic analysis of the market for Internet infrastructure services. Our objective is to survey the rather limited economic literature available on this subject (and, to some extent, the even more limited empirical evidence) to understand how various types of market power may hinder the current and future Internet "philosophy". The analysis provides some insights about the desirability of a possible regulatory intervention, which may be needed if the market will not be able to warrant a sufficient level of connectivity among the different sub-networks.

Organizzazione economica e incentivi in sanità: il caso dell'attività intramoenia

The paper addresses the themes of the economic organization and of the role of the incentives of the different actors in the health care sector. In particular, the paper analyzes the peculiar context of the intramoenia regime, according to which health care services are provided within public hospitals by exclusive physicians, but on a market based logic. The paper evidences the limits of the traditional principal-agent approach in addressing the complexity of the intramoeniaregime and suggests the adoption of a more rich and integrated perspective of analysis, able to take into account the articulated contractual relations originating among the different actors.
