Economic Policy, Distribution and Poverty: The Nature of Disagreements - The paper presents an analysis of the broad themes of disagreements emerged in the consultation of a wide sample of professionals involved in poverty reduction strategies. Despite consensus has emerged over the last decades on issues that were widely debated, some deep areas of disagreement appear to persist, especially concerning the effects of economic policies in terms of distribution and poverty reduction. It is argued that much of the reasons of disagreement lies in differences in perspective and framework on three key features characterising assessments of economic policy, distribution and poverty: aggregation, time horizon and market structure. Such a difference in perspective has to be understood as a gap, to be bridged by promoting a wider dialogue, by trying to understand legitimate alternative views, and by being open and nuanced in the proposed economic policy messages.
