Recently in Tuscany a major reorganization of the Regional Health Service has been set up. This involved reducing the existing 12 local health authorities to 3. From 1st January 2015 the establishing of ESTAR (Regional Authority for Technical and Administrative Support) has been among the measures, which brought forward the entire reform. ESTAR has thus replaced the 3 previous ESTAV (central area, north-west area and south-east area). The main issues emerged from the unification process can be brought back to the various kinds of wastes in lean thinking. ESTAR decided to use techniques and tools being inspired by it (report A3) in order to face particularly inhomogeneity and excessive length in tender procedures. The expected results are based on the chance of progressively reducing lead time up to 50%. Following the current experience, we consider that lean techniques can find an appropriate application in service companies too.
