The article illustrates the political concept of citizenship as an institutional status determined by constraints and competences. In the light of this definition, some doubts about European citizenship are discussed. These doubts come back to the unresolved question of the need for a European Constitution in the full sense, distinct from a simple Charter of Rights. In his analysis, the author makes use of the concepts of demos, ethnos, civitas and the paradigm of republicanism. The two excursus are dedicated to the examination of these concepts.
