Following the organisational science, the introduction of the Information Technology in the local public administration generates more and deeper problems than in the private sector. The most important reasons are connected to the level of investment in innovation (In Italy relatively low in the public sector) and to the influence of the public Trade Unions. In general the process follows four steps: The first is the so called "stage of introduction" characterized by an actor (a technician well motivated) Who introduces the innovation, in spite of users substantially not interested in the new technologies. The second step is the "stage of increase concentrated" during which the development is run by a technical actor, however the users are really interested in the innovation and they continuously ask for new application. The third step is the "stage of increase with empowerment" during which the users are empowered and they try to develop the process of innovation focusing on their particular needs. Finally there is the fourth stage called "integrated development" during which all the actors are and promoting a coordinated development. A research (including a group of local Authorities based in the North of Italy) shows the characters of the development by stages.
