Information is not an inherent property of a message, but requires interpretation in the context of a body of knowledge; and every body of knowledge relies on criteria of similarity in order to group phenomena into classes and selective connections to provide links between classes. Such groups and links are patterns imposed by our cognitive processes, and are likely to differ between people. This potential for differentiation may be exploited by an extensive division of labour, in science and the economy, which generates a continuing evolutionary sequence of trial and error.
